Sure, I can see that... the point is if it's legal, then there's no problem... I agree, it prevents anyone from filing against those funds, but if Bush can do it, then any previous President could have done the same thing... if all he's doing is following the rule of law, then he can do what he wants under the umbrella of national security... all Bush is doing is enacting what he can enact, he didn't create the rule of law that allows a President to do this... it may seem offensive, but it's certainly legal...
