I don't know how to reconcile the two news articles - one speaks of two arrested, the other articles have 19 arrested. I've seen the figure of 19 arrests, which include both foreigners and Iraqis, elsewhere. I can only assume the two mentioned in this article are simply two of the 19.

Many refused to accept the possibility that rivalries among Shiites were to blame. However fierce the contest for power, no Shiite could desecrate a shrine so sacred to the faith.

Except when followers of Sadr murdered Khoei INSIDE the mosque....
