I don't think so. The social situation in Iraq isn't much different to what you found in the Balkans not long ago, or Europe after the Nazis. It's complicated by Baathist, alQaeda and Iranian terrorists but then, Europe after WW2 didn't settle down right away.

Iraqis have been through a horrifying stretch for decades. It must be very difficult for many of them to believe anything anybody says except for their immediate circle. The Hussein regime was monumentally untrustworthy and cruel.
