This is unbelievable. Why couldn't a multi-billion dollar operation monitor the airspace inside the US at a critical time.

Unbelievable indeed.

How can a satellite system fail to see inside our national boundaries? It will be very interesting to see the details, assuming that any are forthcoming.

Since this is the first I've seen the subject mentioned, I assume that its taken them this long to come up with such a gem.

One more thought:

This sentence really strains the limits of rational syntax. "Operated to detect"?

Someone has gone to great lengths to parse this wording just right.
