When did I write that CO2 emissions are rising again? I wrote that emissions were lower the first 2 years of the Bush Administration, because there is data available up to 2002.

Yes, "steps were taken that slowed the increase of CO2 emissions then reversed the trend to that of decreasing CO2 emissions during the latter part of the Clinton Admin." - Its the Market Crash which began in early 2000, and the recession that followed. In the meantime, a number of new power plants (I believe that electrical generation is one of the biggest contributors to greenhouse gas emissions) have gone on line - which produce much less CO2/MW than older technology (using the same fuels).
