NORAD doesn't monitor domestic flights. It relies on reporting from the FAA, as stated. I posted a timeline on the series of events on 9/11 several months ago. The critical time lag in response was in the FAA loop. They took too long to notify NORAD, and once NORAD was notified the stand down of US air defenses after the Cold War left us with our pants down. There were no armed aircraft available on strip alert.

A lot of this should be kept secret, IMO. However, the "Conspiracy Theory" types will claim it is being done to hide a coverup. I think they will want to cover up the confusion that went on during the day. That's a normal reaction. This was so "Out of the Blue" that nobody was ready for it.
