It is my understanding that he had the authority to change the rules. He did not. When a national surplus of capacity was in place the rules made some sense. But the surplus capacity eroded over time. And during the real crisis he did nothing except spend the states money giving it away and that gave no-one an incentive to conserve. Layers of stupidity.
