hmm I have the BLS site up right here, is that the nonfarm payrolls query? Your link doesn't work, but here is mine-

BTW I think this is fairly meaningless for a number of reasons but my numbers don't match yours, at any rate.

edit- now HERE is something meaningful from the BLS.

Private Industry Wages and Salaries 2000-2003
Jan 2001- 3.8
Jul 2003- 2.6!!! An over 30% decline!!!

Graph it, it is stunning. And true to form based on my experience. This is the "employment cost index"

The 2.6 employment cost index figure from the BLS is the lowest in 10 years.

You need to correct for population increase... after that, you may find the percentage is flat.
