IMO this "request" for a rise in the Yen looks more like ass covering. I mean, the rise is already happening. Why not "ask", so the fall looks like policy?

I agree, it also could be a cover for asking the Chinese to raise their exchange rate, and doing it in a way that doesn't seem like the Chinese are being picked on.
