"Mr Mark, after downloading the IU file, I AM NOT given such a choice" interestingly you said after downloading, whereas this file download dialog i have been referring to appears before downloading.... its purpose is to ask the user what he or she wants to do with the file that is about to be downloaded. so maybe we are discovering a few more pieces of the puzzle. courtesy of tc, here is a .jpg of the file download dialog that should be displaying for you thelinksataudubon.com note the checked box at the bottom of the dialog that says Always ask before opening this type of file? and note the full range of options displayed...
