Ok, you've convinced me Prop 13 is unwise. But I was leaning that way anyway. I think it gives tax payers a false sense that they've achieved some sort of victory when in fact the source of the problem, state spending, continues to grow uncontrolled.

This may be a stupid question Lizzy, but what does property taxes have to do with the State budget deficit anyway?

I looked at a breakdown (of the composition), of State Revenue in 1962-3 and 2002-3. As best as I can tell, property taxes still do not go into the State General Fund. Property taxes still look like they fund those areas that they always funded: primarily schools, city and county government.

p.s. My guess, is that his $500,000 house in Omaha is as nice, if not nicer, than his $4,000,000 house in Laguna Beach. Do you think the difference in property taxes, has any role in the difference in value? I do.

From what I could tell, the shortfall is primarily due to the decrease in taxes from gains and options.

added- I think I'm going to look a little deeper into this, maybe look at k-12 spending.
