I think I am being prevented from reaching some of Microsoft.com with the roadrunner issue but the info to repair or reinstall is under KB 318378. You can also do a google search for "windows xp repair internet explorer" and you'll find plenty of links. This is assuming you are running xp and a recently updated version of ie6. You might also try resetting the ie settings on the privacy, security, and advanced tabs to default and after closing all ie windows try the download again and see if the file download box appears.
