Its essential for maintaining the cabal that internet traffic be controlled, but it won't be easy. There are ways to do that, but they are catastrophic (terrorism, martial takeover of ISPs), or ineffective (defeatable email viruses that block sites and control comms), we'll see which gets the most trial in the next few months in the runup to '04
