It's bad news, because we are busy creating new threats everywhere. Or, perhaps better, we are busy exhancing old threats so that they become even greater threats than they need have been.

And of course, if somehow we fail, it will be the fault of critics of the policies for not supporting them wholly and without reservation. Or, if a Democratic administration is elected in '04, it will become their fault, whatever they do.

So it goes....
