Hugh,
I expect the central banks to not-ratify an agreement limiting gold sales. That way the powers that be can cause a big price swoon even though it may only last a few months.

What is World Bank track record in previous projections of metals? They are probably right if the emotion and sentiment factors are taken out of the picture. Jimmy Rogers stays away from precious metals, but is big time into industrial metals due to China's demand.
