The unfortunate result is that top-level gov't officials in the administration and military therefore have all the motivation needed to foment crisis, and no motivation to prevent them.

The more crisis there is, the more power they have.

"Dependent on DC" by Twight is a good reference on that effect since 1950. We are growing the 21st Century version of autocracy, and a rebellion will result if it isn't stopped.
