Well, perhaps this extensive a power outage will result in enough of a political change to rein in some of the Wack-O environmentalists. One can only hope.

I will be surprised if the relaying portion of the problem doesn't get a lot of focus, however. The utility companies have been bare-bonesing it for far too long, and the trip setting should probably have been recalculated to take in account the missing units you mentioned. If the plants that went down in the cascade had cleared off the lines and idled, they could have reclosed on the loads as the grid sections were properly sectionalized - and perhaps that would have restored power to more places sooner.

It's been a coon's age since I did any of the related math or entered power relay settings. And, I imagine more of that logic is contained in the newer DCS systems now.

There's lots of work that needs to be done, obviously. But, Pumped Storage is a very viable option from my POV. Properly engineered, it can be done with minimal environmental disruption - and the end result can be very environmentally beneficial. All a matter of proper planning and execution.
