I'll have to disagree with you on that.

Propaganda for shrugging something off does not mean not doing anything about the event, it doesn't even mean really shrugging it off- it means letting the enemy think you shrugged it off. I'm amazed this is so confusing, because it seems a simple proposition to me. But then as I said, I believe in being tough, and implacable, and brutal- at home, and abroad, if that is what is necessary, but only if it is necessary. It seems to me that it is necessary to stop people from being weak in the face of terrorist events, even if that steps on some people's feelings. Obviously many people think it is perfectly ok to tell the world we were changed by one terorist event- but this says to me "We have Caved". Tactically, I think that is a huge propaganda mistake.
