Easy, he hires social workers to take care of American Spirit, et al, to prepare them for the Bush 2004 landslide.

Job creation by presidents can be achieved in a variety of ways. Direct spending on infrastructure, for instance, building a new highways or clean fuels program, incentives to business to hire new workers, incentives to keep US jobs in this country, bullying corporations not to relocate jobs, working to bolster our most valuable businesses like high-tech and entertainment, etc. etc. etc. Bush has done none of this. Kerry wants to do all of this.
