Ted, it doesn't change the fact that to date, many illegals don't know the driving laws in CA. I say that from experience.......I had three accidents involving illegal drivers while living in CA. All three accidents were their fault. Its partly why CA insurance rates are so much higher than the rest of the country.

This bill won't change a thing. OK, so they'll study up for the driver's exam, which may make them somewhat safer drivers, but there ain't no way they're going to insure themselves, which is the only way you'll get insurance rates for legal residents to come down.

Meanwhile, the real reason Latinos supported this bill is the hope that it will turn back anti-immigration bias within California. I don't blame them, either, which is why I've always argued for expansion of legal immigration. But this bill is the wrong way to go, and it has everything to do with pandering for minority votes.
