Jacob, paying people to vote seems a very bad idea [though pork barrel politics is the same thing by a different name]. Dopes who don't care will yank some lever to get the money. Which is no help at all to good government. Those who have no income can't use the credit.

Universal net access would be at polling booths, but no need to give everyone a computer.
