I think that justice is served by taking a broad view. Consummation is not a gimmee- and males need to rethink the "My date owes me this, because she likes to make out"- that is garbage- and the sooner men learn it the better, and I'm not worried about them being imprisoned for it. It sure beats imprisoning people for victimless crimes like drugs. So we'll have to disagree. I've always felt this way about rape, and I always will. Women are often stupid, and they face many penalties for their stupidity- which they must bear- but rape should not be one of the penalties. I will never think it should be, no matter how idiotic the woman was.
