The luck I mention is that of the neocons being heavily invested in just the right industries to benefit from war and reconstruction in the Middle East.

As for Bush being involved in 9/11. First of all Bush himself is not, in my opinion and experience, involved in very much. He is a tool, picked by Cheney, Ken Lay, and the rest of the oil crowd to front for them. He was then adopted by the neocons when they saw what a perfect buffoon he was as a front man.

9/11 was the unintended byproduct of the increasing Muslim anger over the increased violence in Palestine coupled with a trigger. The trigger was the Unocal pipeline plan for Afganistan. This was another Cheney oil and energy project. In the usual swaggering style the Unocal deligation delivered an ultimatum in early Sept 2001 - Sign the oil pipeline deal or the U.S. would send much money and arms to the Taliban arch rival Ahmad Shah Masoud. Some part of this threat involved protecting the pipeline from Osama Bin Laden. The Taliban was counter offered by Osama that he would take care of Masoud and clean the American clocks too.

So, did Bush have something to do with it? No, he was sitting on his stem cell in Crawford while groups of philosopher kings were making plans and telling a group of people with nothing left but pride that they had no choices.
