I take it you mean the western United States?

I don't know about any oil sands. There is a lot of oil shale, but the problems of crushing it, retorting it, and then disposing of the residue, and the consequent damage to the landscape, make it harder to deal with. I seem to recall an estimate that sustained $50 crude would be needed to make the oil shale projects feasible.
