Polls show Bush's support slipping below 50%. For him to get 65%, the neocons could try the following:

1) Use the Patriot Act to imprison millions of voters on Election Day. Ashcroft could do so and not be required to file charges before locking them up.

2) Have Katherine Harris do a whirlwind tour of the nation, purging voter rolls of legitimate voters right before the election. Hey, it worked in Florida.

3) Use the Bush Math when counting votes. You know, the same math Bush used in Texas to claim that the dropout rate in Houston was 1.5% (it was really 40%, but of course that only came out after the election).

4) Drop California and New York from the Union. After all, he doesn't consider those states to even be American. Else, he wouldn't have left one to be raped by energy bandits, and the other to die of asbestos poisoning.

I'm sure there are lots more ways for Bush to steal this election (i.e. have a repeat of 2000). Heck, since he considers the Constitution to be a quaint artifact instead of the law of the land, he could just declare himself King George.
