"When one person has power over another, and wants to mix that up with a sexual relationship, I think there is no way there can be a fair and level playing field."

The most common situation is people with less power being sexually attracted to the people with more power. Your position does not leave room for dealing with that. When someone with less power comes on to a powerful person and the powerful person acquiesces, what happens when the less powerful person on the job doesn't get what they want regarding a side issue and decides to bring a complaint against the superior? And as with most things, it isn't as simple as this situation or that, there are many complicated and unique aspects of every situation. One sized boot up everybody's butt simply doesn't fit.
