I thought he was staying up there. From FightNews:

Jones-Tarver is on
Thursday, September 11 2003

A press conference has been scheduled for Saturday to officially announce the November 8 pay-per-view light heavyweight title clash between Roy Jones Jr. and Antonio Tarver. Tarver (21-1, 17 KOs) who had doggedly called out Jones for years won the WBC and IBF 175lb titles after Jones (48-1, 38 KOs) moved up in weight to seize the WBA heavyweight title from John Ruiz.

The card, billed as "It's Personal" will take place at the Mandalay Bay Events Center in Las Vegas. Square Ring will promote. Meanwhile, wheels are in motion for a WBA title fight between David Tua and Hasim Rahman to take over the heavyweight crown Jones will relinquish. A purse bid is set for September 15.
