It was. You can see him looking at the piece of paper he's reading his script from, which was prepared in advance of the conference. That goes along with Ari's sign earlier, "DON'T SAY ANYTHING YET", after he's told of the 2nd tower hit.

The Dems are too scared to speak the simple truth, which will win them the election: the worst terrorism in our history occured 9 months after Junior took office.

What loyal Americans are not saying, especially the Dems, is the simple litany of what has happened since George II took power:

1) Recession
2) Terrorism
3) War

Bushistas can hurrumph that "it was Clinton's fault!" until they are blue in the face, but facts are stubborn things. They dismissed warnings from the outgoing administration, and a dozen other countries. It's either complicity or incompetence. So far, the Dems have let them get away with it.
