Different issue.

I've experienced with XP SP1 and W2K SP4 if ZA is set to deny Windows Explorer internet access some local files won't open, displaying of web pages is unaffected. I haven't looked into Win 98 or ME yet. Not a big deal once solved but it did annoy me for a while.
