Had another thought on the NYC fallout subject...

Large buildings in NY and other American cities are dropped with explosives regularly and often, to make way for new construction, creating similar dust plumes.

If you are correct, Mike, then the EPA will have no problem making their contacts with the WH right after 9-11 public, will have no problem explaining just why they didn't sponsor serious studies of air quality, why private studies found a great deal of contamination of apartments in the immediate area of the WTC, etc., etc.
