Here is another point to consider. Most utility rank and file workers in North America were hired right out of high school. Sure there are engineering graduates in design and operation but not many universities have specialized courses. So it's not a suprise to see news like this ..

In contrast, in Europe, East Europe and yes, once again
Russia most utility workers are graduates of specialized
technical colleges such as

in 3 or 5 year programs.

Fortunately for the US, you can get many workers from the Navy but here in Canada we are not as fortunate to have a nuclear navy to supply our power plant personnel.
