I'm not sure how much of Japan's 'developement' of Taiwan and South Korea was encouraged by the US for strtegic reasons. At one time, Japan was very careful not to transfer technology to South Korea, then later they transfered quite a bit.

Higher wages in Japan , greed for liscensing fees, pressure from the US ? Who knows...

Right now, China is buying a lot of steel from Korea. Most Korean wages are already so high that they stopped competeing directly with China long ago. If you are in Indonesia, Malaysia, Thailand or Phillipines, China may be seen as much more of a problem...
