I read both articles. First of all PCBs have noting to do with the radium levels in Pensacola.

Second of all selling PCB contaminated land requires cleanup before you can develop it. If the land isn't sold for development, guess what, the PCBs just stay in the ground and migrate and it never gets cleaned up! Is that what you want, permament, uncleaned up ex-Hazardous Waste sites endangering the groundwater because the current owners don't have funds to clean it up?
