Did you notice that he also put in a reference to how Saddam had used WMD? He is playing off that other misconception, held by something like 25-30% of Americans, that Saddam used WMD on US troops.

He both diverts attention from the fact that we have found NO WMDS, and adds new life to the misconception that he not only had them, but used them on US troops.

I'll bet Rove came up with these sneaky parts.
