the solution to this sort of excessive outsourcing is to implement some sort of provision by which a company can remain a US company. For example, 30% of workers have to be based here, or something. If a company like Oracle moves their entire operation to India then Oracle as a corporate entity should be asked to relocate there.

This will free up the market for new, US based companies to develop new products. Oracle can thrive in india... maybe (maybe not). But we get very little benefit in the US from Oracle the company with operations primarily in India. There are oracle corporate taxes, but that isn't much because they were given all kinds of concessions by state and local govt (before anybody thought that offshoring was an issue).

Most companies that actually move to india wholeheartedly become marginalized into operational niches and the like. Thats what happened to I2 for example. The new stuff is happening here.

Oracle was the dumbest of all companies wrt offshoring because they managed to offshore their customer base, and now Larry is crying over it. What an idiot.

Move to India or hit the road.
For most, moving to India is not an option.
They don't even want the workers to be official employees.
The only choice is the terms of leaving.
