It's clear that the Terrorists know that the best time to strike is when the fear of a strike has subsided.

If you look at the pattern of Al Qaeda attacks, they are few and far between. They span the globe. The next attack is almost sure. And if anyone thinks that the little side show in Iraq suppresses terror, just look at the UN embassy in Baghdad.
