The only way the budget ever gets balanced is on the increased government revenues a healthy economy generates and high taxes at a time when we are trying to pull out of a long downturn are counter productive. Perhaps you recall that when Bush first proposed reducing taxes that the dems response was that we needed to save tax cuts for a time when the economy really needed them. Unfortunately that time was then - they either failed to recognize this or chose to ignore it in the hope of electing Gore.
