Cost and effectiveness ALWAYS matter.

No one is suggesting "billions of places" be secured.... are you daft?

Just the most dangerous vulnerabilities that have ALL been identified in the Homeland security accessments (certain metro-located chemical plants, nuclear facilities, ports where cargo containers are not examined, etc.)

What is the cost to the nation to lose the 'economic use of an area the size of Pennsylvania', to quote from the NRC report on nuclear plant risks? There would be a much bigger security return to fix that risk... than from any bridge-building in Baghdad.
