So many questions, so little time :-) I think a Marshall-like plan will not work in Iraq. Iraq does not have the human capital and market capitalism tradition that made the Marshall plan work in Europe. marshallfoundation.org
We should obviously not cut and run, since we are now responsible for the mess, but neither should we stick around for very long. Once we restore the infrastructure to the way it was before the war, and establish a constitution and free elections, we should be out of there, IMO. Maybe by early 2005 or so.

It will be an interesting $200 billion experiment in nation building that, I am sure, we will not want to repeat in the foreseeable future.
