WRONG!!!! Only your own stupid assumptions came up with 'billions' of anything.

All I proposed was what Homeland Security, Interior, and EPA proposed: securing hundreds of metro-located chemical plants, 50-odd nuclear plants, and dozens or fewer major port facilities.

That will cost-effectively protect 250 million Americans..... the 'billions' are only in your head.
