In general it would be better to have less specific tax breaks and instead just have lower rates without all the breaks and loopholes. However if you are going to have the breaks for most companies taking them away for a large company when they hire a few people in another country doesn't seem to make sense. In any case if you do make restrictions like this then instead of hiring overseas employees the company would just outsource to an overseas company, or outsource to a domestic company that outsources to an overseas company. Regulating it would be a nightmare and regulating companies to that extent would have unintended negative consequences.
