Commodity bull market?

I know it has been stated many times, but I don't get it. How is it possible to have a commodity bull market without a bull market in the commodity users, like manufacturing, housing etc. In other words, a general market up-tick. If secondary manufacturing require commodities, it must mean a strong demand for the finished product.

Commodities have been depressed for a long while for sure, but they can't revive on their own.
