(1) As much work as reasonably possible should be contracted out to the private sector.

(2) In each business sector there should be a soccer type league table of possible contractors to bid. If the table is short of possible players, the private sector is encouraged to participate.

(3) The performance of each contractor is monitored for quality and cost effectiveness.

(4) Non performers at the bottom of the league are shoved out on a regular schedule, and newcomers admitted.

The league tables are open for public enquiry and audited for accuracy.

(5) There is a "fast track" court where misuse of government funds is met with quick and severe punishment.

(6) A pareto type graph is made of the worst tax losses on a regular basis, and remedial action taken against future loss.
