I don't know how exactly it works in the US but, yes, import duties should go directly to the state's account.

That's one way to generate more income for government expenditures, but at the risk of putting a damper to the economy as consumers' purchasing power is reduced

Not just that. It would be royally dumb to start putting up trade barriers after such a long fight to convince the world that free trade is a Very Good Thing. It would lead to everyone raising their import barriers to protect their domestic economies. US would suffer not only directly but also indirectly.
