Are you aware of any other Pal figures who might present a credible challenge to Arafat if sufficiently empowered? Not really, they're all young and local. Arafat is very, very good at not letting anyone else build a power base that might threaten him. He manipulates, threatens and coopts by turns. Debka says that Abbas quit when Arafat's Force 17 threatened his life. As I heard Martin Indyck say yesterday, there is really no hope for improvement until Arafat goes and we have a generational change in the leadership.
