Some participants in the debate consider the proposal to be as potentially significant for health care in California as energy deregulation was for the utility industry in 1996.

Gee, and I thought California was the model of how NOT to do energy deregulation. I can't WAIT to see how California is going to screw this one up as well ...


The way this works is that CA is noted for being cutting edge so its always ready to endorse a new idea in order to maintain its rep. However, things hardly ever work out. That's because there are four ways that a new idea evolves from the light bulb stage to implementation in CA.

**Its a good idea but is not well thought through and flops upon implementation.

**Its a good idea but then the politicians get their hands on it and it flops upon implementation.

**Its a bad idea and flops upon implementation.

**And last but not least.......its a good idea and miraculously is well thought through and the politicians do not get their hands on it, and it doesn't flop upon implementation.

As far as I can tell, there are three cutting edge areas in which Californians excel.......freeway design and building, surfboarding and surfboard garb.....in that order! ;~)

Something is about to happen with ATAR.....keep it on your screen. Its getting ready to make a big move down or up.

BTW you did the smart thing on ROBV by holding..........the Naz gave them an exception and they're back to normal trading until 17 November. ROBV @ $.89!

I finally hit a home run with COVD....up strongly two days in a row on heavy volume. This one looks to have legs.
