It is merely logical. If I say, "I am gravely ill, and therefore give my friend Tim power of attorney", presumably I will take back the power of attorney when I am well. In an ordinary bill, the rationale is clearly distinct from the legal text that is to take effect, in the "whereas" clauses, but the "militia clause" is in the text itself. The proper reading is, "since a well- ordered militia......thus shall not be infringed".........
