You have such low expectations for government employees you can't expect much good to come from their actions. So why have them at all? Powell's address <extremely well presented>? I'm assuming you must mean that he is a well spoken, articulate public speaker. The content, both at the time, and even more so with the clarity of hindsight and the absence of WMDs, have been criticized by many.
