Well now i think i understand your libertarianism a little better. You have such low expectations for government employees you can't expect much good to come from their actions. So why have them at all?

Powell's address <extremely well presented>? I'm assuming you must mean that he is a well spoken, articulate public speaker. The content, both at the time, and even more so with the clarity of hindsight and the absence of WMDs, have been criticized by many. Here's a good item-by-item rebuttal:
