Correct. Saddam did not have accurate and adequate records. We took that to mean he had WMD. There do not appear to be any WMD, just a bad paper trail. Blix knew this from his work in Iraq. The US had to spend hundreds of billions of dollars and kill thousands of people to find out what Blix already knew -- no WMD, just bad accounting.
