Not so's you'd notice.

Every billion in pork generates another million or so to his campaign. The idea is that by '04 the GOP will have enough to saturate the airwaves and drown out sufficient criticism to win the next election.

If that works, they'll do it again in '08, only in a bigger way, with $1 Trillion in pork, and $1 Billion in campaign ads.

Kyros, are you seriously touting some local Iraqis as better experts on large infrastructure construction projects than Halliburton? the locals know how to keep the old patched stuff running more or less, rather less from what I've heard. You keep saying that we need to get Iraqis their basic services fast - well, fast costs. As the old engineering saw has it, "Your options for the project are fast, good and cheap. Pick any two."
